Pakistan Wins Climate Bonds Award for Landmark Panda Bond

ISLAMABAD: Pakistan has won the Panda/Dim Sum Bond Pioneer 2025 award from the Climate Bonds Initiative, recognising its landmark entry into China’s renminbi-denominated bond market and its use of sustainable financing for infrastructure development.

Pakistan issued its first Panda Bond in May 2026, raising 1.75 billion Chinese yuan, equivalent to about $258 million.

Asian Development Bank (ADB) and the Asian Infrastructure Investment Bank (AIIB) supported partial guarantees to the bond.

A Panda Bond is a debt security issued by a foreign borrower in China’s domestic bond market and denominated in Chinese yuan, or renminbi.

For Pakistan, the transaction opened access to Chinese investors while diversifying its sources of external financing.

The bond forms part of a $1 billion Panda Bond programme and is intended to finance sustainable infrastructure projects in areas including water management, energy and healthcare.

The financing structure also marked an important development in the use of multilateral guarantees.

AIIB provided a 95 per cent partial guarantee, while ADB also supported the transaction.

The guarantees help strengthen the bond’s credit profile and facilitate access to China’s domestic capital market.

The proceeds will support projects addressing key infrastructure needs, including water governance, electricity distribution and healthcare capacity.

Projects identified under the programme include the Jinnah Medical Complex and Research Centre in Islamabad.

Pakistan transaction recognised

The Climate Bonds Initiative recognised Pakistan’s transaction under its Asia-Pacific awards for its contribution to sustainable debt markets and its pioneering use of the Chinese bond market by an emerging-market sovereign.

For Pakistan, the award highlights efforts to broaden access to international capital and develop alternative financing sources beyond conventional international bond markets.

The Panda Bond also strengthens financial links between Pakistan and China while directing financing towards infrastructure with environmental and social benefits.

The transaction demonstrates how guarantees from multilateral development banks can help emerging-market borrowers access new pools of private capital and develop financing structures for sustainable infrastructure.
