RIYADH: Saudi Arabia’s representative at a conference on the two-state solution in Brussels stressed the necessity of ensuring the full and unhindered delivery of humanitarian aid to Gaza.

Manal bint Hassan Radwan also emphasised the importance of advancing early recovery and reconstruction efforts in a way that avoids duplication in the territory, the Saudi Press Agency reported.

Co-chaired by Saudi Arabia and Norway and organised by the EU, the Global Alliance for the Implementation of the Two-State Solution meeting was attended by more than 60 nations and eight international organisations in Brussels.

Radwan said one of the current challenges facing Palestinians is transforming the fragile ceasefire into irreversible progress toward peace.

“Security and a political solution are inseparable,” she said.

She added that any stability without a credible political horizon will be temporary and unsustainable.

Establishing Palestinian state

The diplomat reiterated the Kingdom’s full support for the Palestinian government’s reform programme, which will pave the way for its return to the Gaza Strip while preserving the unity of Gaza and the West Bank.

Stability cannot be a substitute for sovereignty, and disarmament must be addressed within a broader political and institutional framework based on legitimacy and with the clear ultimate goal of establishing a Palestinian state, she added.

She said the “dangerous escalation” in the occupied West Bank threatens the two-state solution, and stressed that protecting Palestinian civilians is a fundamental element of any effort to achieve stability.

The role of the international stabilisation force should be time-bound and supportive of Palestinian institutions, not a replacement for them, Radwan said.

“Achieving sustainable peace requires a more comprehensive framework that addresses shared security concerns, respects sovereignty, and prevents escalation,” she said.

“Regional security is inseparable from Palestinian security,” the diplomat added.
