WASHINGTON: The Trump administration has been quietly developing a new draft proposal with Russia aimed at ending the war in Ukraine, according to a report published by the Turkish news agency Anadolu.

The news agency, quoting Axios and citing anonymous US and Russian officials, said the emerging 28-point plan takes cues from President Donald Trump’s 20-point Gaza ceasefire framework, which Israel and Hamas accepted last month after more than two years of conflict.

The draft is structured around four broad pillars: achieving peace in Ukraine, establishing security guarantees, reshaping European security, and outlining the future of US relations with both Kyiv and Moscow.

How the proposal tackles the most contentious issues — particularly control of territory in eastern Ukraine — remains unclear.

A US official told Axios that Trump’s envoy, Steve Witkoff, is leading the initiative and has held extensive talks with Russian envoy Kirill Dmitriev, who said he spent three days meeting Trump’s team in Miami in late October.

A White House official said Trump believes “there is a chance to end this senseless war if flexibility is shown,” and noted that US officials have already begun briefing European partners on the developing proposal.
