ISLAMABAD: Pakistan, Turkiye, and Azerbaijan on Monday reaffirmed their commitment to enhancing parliamentary cooperation, bolstering defence collaboration, and working together to promote peace and prosperity throughout the region.
The consensus emerged during the Third Trilateral Speakers’ Conference held at Parliament House, Islamabad, on Monday. The session was chaired by National Assembly Speaker Sardar Ayaz Sadiq and attended by Grand National Assembly of Turkiye, Dr. Numan Kurtulmus, and Sahiba Gafarova, Speaker of Milli Majlis of Azerbaijan, along with their delegations.
The meeting unanimously adopted the Islamabad Declaration, stating that global and regional peace and stability require the peaceful resolution of the Jammu and Kashmir dispute as per UN resolutions. It also emphasised that any attempt to alter the demographic composition of Jammu and Kashmir would exacerbate regional tensions and further destabilize peace efforts.
The Speakers’ Meeting reaffirmed the strong historical, cultural, and value-based ties shared by the three brotherly nations. They expressed a firm commitment to deepening cooperation across a broad range of areas, including political and strategic affairs, trade and economic development, defence, peace and security, science and technology, climate change, environmental protection, and cultural exchange.

Terrorism, global threat
The declaration also acknowledged terrorism as a global threat, including the use of terrorist groups as proxies, and emphasised the urgent need for collective and comprehensive strategies to combat these challenges.
All three countries reiterated their commitment to upholding international law and multilateral cooperation, particularly within frameworks such as the United Nations, the Organisation of Islamic Cooperation, the Economic Cooperation Organization, D-8, and other parliamentary platforms.
Climate change
Regarding climate change, the declaration called for joint efforts to mitigate its adverse effects, welcomed the upcoming COP29 in Baku as a significant step toward strengthened global climate action, and underscored the importance of adequate climate financing for developing countries.
It further highlighted the necessity for enhanced cooperation in implementing the Sustainable Development Goals, promoting green energy, and advancing environmental sustainability.
Women role
The Islamabad Declaration also underscored the importance of the role of women and youth in decision-making and advocated for the promotion of youth exchange programmes, forums, and public diplomacy initiatives.
Palestine cause
Reiterating their unwavering support for the Palestinian people, the three Speakers stressed that any sustainable solution to the crisis must ensure an end to ‘Israeli aggression’, delivery of humanitarian aid, and the establishment of an independent State of Palestine with Al-Quds Al-Sharif as its capital, in line with UN resolutions.
Solidarity with Azerbaijan
The meeting also expressed solidarity with Azerbaijan over challenges posed by landmines and remnants of war in its liberated territories, and reaffirmed support for its efforts to rehabilitate and rebuild those areas and ensure the safe return of internally displaced persons.
Further, the Speakers agreed to strengthen trilateral cooperation in defence and connectivity projects, including the East-West and North-South Corridors, and to promote inter-parliamentary exchanges among standing committees, friendship groups, and parliamentary staff.
The conference concluded with the decision to convene the next Trilateral Speakers’ Meeting in Azerbaijan next year on mutually agreed dates.
The Speakers of Turkiye and Azerbaijan expressed their deep gratitude to Speaker Sardar Ayaz Sadiq and the National Assembly of Pakistan for their warm hospitality, excellent arrangements, and successful organization of the Third Trilateral Speakers’ Meeting in Islamabad.
Addressing the Concluding Session, the Speaker National Assembly underscored that the forum had achieved a unified resolve to create powerful synergies for a peaceful, secure, and prosperous region.
He reaffirmed Pakistan’s unwavering support for Azerbaijan’s complete territorial integrity and Turkiye’s just position on Northern Cyprus, terming it a moral duty rather than a policy choice.
Touching upon regional and global injustices, Speaker Sardar Ayaz Sadiq condemned the ongoing genocide in Gaza and the systemic oppression in Indian Illegally Occupied Jammu and Kashmir, calling them “open wounds on the conscience of humanity.” He said these tragedies symbolised the normalization of state terrorism and erosion of international norms.
Speaker Sardar Ayaz Sadiq reiterated Pakistan’s steadfast support for the Palestinian cause, welcoming the recently concluded Gaza ceasefire as a “hopeful step toward the Two-State Solution,” while stressing the need for tangible actions to end decades of suffering.
