Leaked Documents Expose Taliban’s 70.7 Million Afghani Propaganda Plan

Documents attributed to Taliban intelligence detail spending on psychological operations, social media campaigns and efforts to discredit opposition groups

KABUL: Leaked documents attributed to the Taliban’s General Directorate of Intelligence (GDI) have revealed a proposed 70.7 million Afghani ($1.1 million) information and psychological operations programme targeting opponents of the Taliban, according to Kabul International.

The documents outline plans to influence public opinion, weaken anti-Taliban groups and strengthen narratives favourable to the authorities.

According to the documents, the programme includes efforts to discredit opposition and resistance figures, create divisions among Taliban opponents and portray some opposition activities as connected to a neighbouring country.

Taliban Plan Targets Opposition Narratives

The documents describe coordinated activities across traditional and social media, including the creation and management of multiple online accounts to distribute content supporting Taliban narratives.

They also identify individuals and social media accounts intended to participate in the campaign.

Budget documents accompanying the plan show separate allocations for different activities, including 30 million Afghani and 20 million Afghani for components of the proposed programme.

Questions Over 70.7 Million Afghani Spending

Other expenditure outlined in the documents appears to cover media-related operations, personnel and activities designed to shape public perceptions of the Taliban and its opponents.

The disclosures raise questions about government spending in Afghanistan, where millions of people continue to face economic hardship and restrictions on education and employment.

The 70.7 million Afghani allocation comes as Afghanistan continues to struggle with poverty, unemployment and pressure on essential public services.

The documents suggest significant resources would instead be directed towards information operations and campaigns against political opponents.
