Pakistan Summons Indian Chargé d’Affaires Over Killing Of Two Civilians

Islamabad lodges a strong protest after two Pakistani civilians were killed and another injured in firing by India's Border Security Force near the international border.

ISLAMABAD: Pakistan has summoned the Indian chargé d’affaires to lodge a strong protest over the killing of two Pakistani civilians by Indian Border Security Force (BSF) personnel near the international border in Kasur, the Foreign Office said on Saturday.

The BSF personnel resorted to unprovoked lethal force against unarmed civilians. Pakistan said the use of force was wholly unjustified and grossly disproportionate, resulting in the loss of two lives.

Pakistan categorically rejected any attempt to mischaracterise the deceased as “infiltrators”.

Pakistan underscored that the incident constituted a serious violation of fundamental human rights, including the right to life, and raised serious concerns about the protection of civilian life under international law.

Pakistan’s foreign office said the Indian side was called upon to conduct an immediate, transparent and credible investigation into the incident, take appropriate disciplinary and legal action against those found responsible, and formally communicate the findings and action taken to the Government of Pakistan.

In a statement posted on social media platform X, the Pakistan Foreign Office said that India was further urged to ensure respect for fundamental human rights and international law, strictly observe relevant bilateral arrangements and established border procedures, exercise maximum restraint in dealing with such situations, and take effective measures to prevent the recurrence of such incidents.

The incident took place near Ladhar village in Punjab, where the three civilians were targeted after moving a few steps beyond a border pillar, the sources said.

According to the sources, all three men were unarmed and had not attempted to cross the border fence when the firing occurred.

The deceased were identified as Azmat Rasool Shah and Mohsin Jutt, both residents of Jattan Wali Haveli in Ladhar, according to the security sources.

The third Pakistani citizen sustained injuries in the firing and was shifted for medical treatment, the sources said.

They said that the BSF personnel opened fire without warning and described the incident as unprovoked.

The sources said the civilians had not crossed the border fence, adding that the firing amounted to a violation of the applicable border arrangements and established standard operating procedures.
