Pakistan Notifies Revised Control Lists for Nuclear and Biological-Related Items

ISLAMABAD: The Government of Pakistan has notified revised control lists of goods and equipment related to nuclear and biological weapons and their delivery systems.

The decision was taken under the Export Control on Goods, Technologies, Material and Equipment related to Nuclear and Biological Weapons and their Delivery Systems Act, 2004 (SECA-2004), a foreign office statement said on Friday.

The act is Pakistan’s primary legal framework for regulating the export of sensitive items to prevent the proliferation of weapons of mass destruction (WMD).

It strengthens controls over the export, re-export, trans-shipment, and transit of goods and technologies related to nuclear and biological weapons and their delivery systems (missiles).

“The updated lists have been published in the Gazette of Pakistan and are available on the website: www.secdiv.gov.pk,” the foreign ministry said.

First issued in 2005, the Control Lists have since been revised in 2011, 2015, 2016, 2018, and 2022.

The most recent update ensures continued harmonisation with the control lists maintained by the Nuclear Suppliers Group (NSG), the Missile Technology Control Regime (MTCR), and the Australia Group (AG).

This revision forms part of the Strategic Export Control Division (SECDIV) regular review process and was undertaken in consultation with relevant ministries and departments to ensure that Pakistan’s national export controls remain current, effective, and aligned with international standards.

“This notification underscores Pakistan’s resolve to further strengthen its export control regime and reaffirms its role as a responsible technology-holder state, firmly committed to the objectives of non-proliferation and the fulfilment of its international obligations,” the foreign office statement said.
