EDMONTON: Sikhs for Justice (SFJ) has announced a “Fifth-Generation Warfare” (5GW) strategy targeting Indian Prime Minister Narendra Modi’s government, combining political mobilisation, support for anti-government movements and economic pressure with its campaign for an independent Khalistan.

SFJ general counsel Gurpatwant Singh Pannun outlined the proposed strategy in a speech following a referendum in Edmonton, Canada, on Sunday.

He presented the initiative as an effort to intensify opposition to the Modi government and advance the Sikh separatist movement’s demand for an independent Punjab.

Pannun described the campaign’s political objective as “toppling Modi’s regime”, arguing that mounting internal political opposition and economic pressure could help advance the Khalistan cause.

According to organisers, more than 23,000 votes were cast in the Edmonton exercise. The Punjab Referendum Commission (PRC) reportedly extended voting hours to accommodate participants who remained in queues after the scheduled closing time.

The voting was a non-binding, referendum-style exercise organised by SFJ as part of its international campaign for an independent Sikh homeland.

Following the Edmonton vote, Pannun announced that the next round of Khalistan referendum-style voting was scheduled to take place in Australia on March 1, 2027, according to the PRC.

Three fronts of the proposed campaign

Pannun outlined three principal components of SFJ’s proposed strategy, presenting them as complementary efforts to challenge the Indian government and promote Punjab’s independence.

The first component centres on mobilising Sikhs worldwide to participate in referendum-style voting on the demand for an independent Khalistan.

Pannun also announced plans to launch a voter-registration campaign on November 1, which he identified as Sikh Genocide Remembrance Day, with a target of registering two million participants. He said the drive would run alongside the political process associated with Punjab’s Assembly elections.

Support for CJP and youth movements

The second component involves financial and organisational support for Cockroach Janta Party (CJP) and youth movements challenging the Modi government from within India.

“For the first time- Hindustani versus Hindustani,” Pannun declared, portraying the proposed initiative as an effort to strengthen domestic opposition to the government.

Economic pressure on India

The third component focuses on economic pressure, with Pannun calling on foreign investors to withdraw from the Indian market.

He presented the proposed campaign as a means of weakening the Indian economy and increasing pressure on the Modi government, linking the initiative to SFJ’s broader separatist objectives.

“Toppling Modi’s regime is a step towards the liberation of Punjab,” Pannun said. The proposals represent SFJ’s stated political strategy; their implementation, scale and likely economic impact have not been independently established.

Nijjar killing and allegations against India

Pannun also revisited the killing of Sikh activist Hardeep Singh Nijjar in British Columbia in June 2023, accusing the Modi government of using violence to obstruct the Khalistan referendum campaign.

He demanded accountability from Modi, Home Minister Amit Shah, External Affairs Minister S. Jaishankar, National Security Adviser Ajit Doval and former Indian external intelligence chief Samant Goel.

Nijjar’s killing triggered a serious diplomatic dispute between Canada and India after Canadian authorities alleged possible links between Indian government agents and the killing.

Warning over proposed Modi visits

Addressing Modi’s proposed December visits to Canada and the United States, Pannun warned that Khalistan supporters would challenge the Indian prime minister throughout his travels.

“Modi will face the Khalistan challenge from touchdown to takeoff in Canada and America,” he said.

The remarks indicate SFJ’s intention to use demonstrations and political campaigning to draw international attention to its demand for Khalistan and allegations against the Indian government.

Sikh Homeland Security initiative

Pannun also reiterated his call for Sikh youth worldwide to undertake arms training and join the proposed Sikh Homeland Security (SHS) Defensive Force.

He described the initiative as a means of community protection and defensive preparedness. However, the force’s structure, activities and safeguards were not independently verified.

SFJ’s latest announcements combine referendum-style voting, political mobilisation and economic pressure in a renewed campaign against the Modi government and in support of an independent Khalistan.

The Edmonton event has brought the separatist movement back into international focus, amid continuing tensions between India and Canada over allegations concerning the safety of Sikh activists overseas.
