ISLAMABAD: Islamabad is set to vote in local government elections on December 20 after the Election Commission of Pakistan (ECP) announced a fresh timetable, restarting a process that has remained stalled since the previous elected local government completed its term in February 2021.
The announcement sets out a November schedule for nominations, scrutiny, appeals and election symbols before polling from 8am to 4pm. However, the election timetable comes as the federal government considers a separate proposal for a 27-member elected Islamabad Assembly, raising questions about how the existing local government system would fit into the capital’s proposed new governance model.

- Federal executive authorities are barred from announcing development projects or using state resources in ways that could influence voters in favour of a candidate.
- Specified senior public office-holders, including the president, prime minister, federal ministers and other listed officials, are barred from participating in election campaigns.

Will the local polls clash with Islamabad’s proposed 27-member Assembly?
The proposed governance plan envisages a 27-member Islamabad Capital Territory Assembly, comprising 21 directly elected members, five seats reserved for women and one for minorities. It would establish an elected chief executive and transfer several administrative responsibilities, including health, education and public services, to a new Islamabad government. The federal government would retain control over law and order and master planning under the proposal.
The proposal, however, is separate from the local government elections now scheduled under the 2015 law. Reports in September said a draft had been submitted to Prime Minister Shehbaz Sharif, with further government approval and legislation required before the proposed assembly could be established.

The December 20 local government elections do not automatically conflict with the proposed assembly. The potential for overlap would depend on the final legislation, the powers assigned to each tier of government, the electoral arrangements and any transitional provisions governing existing local bodies.
A key question is whether the proposed assembly would operate alongside union councils or eventually replace, restructure or absorb some of their functions. Until the governance plan is enacted and its relationship with the existing local government law is clarified, the extent of any legal or administrative conflict remains uncertain.
Hurdles that could affect the election timetable
Islamabad has been without an elected local government since February 2021. The previous local government elections were held in 2015 for 50 union councils, but subsequent changes to the local government structure, revisions in the number of union councils, delimitation exercises and legal and administrative disputes repeatedly disrupted efforts to hold fresh polls.
The immediate challenge is to complete every stage of the new schedule on time. Further legal challenges, changes to the applicable law, disputes over electoral boundaries or administrative delays could complicate the process.

The proposed governance overhaul adds another question: whether legislation creating a new elected structure will be advanced while candidates and voters prepare for local polls under the existing framework.
For Islamabad residents, the central issue is not only whether elections take place on December 20, but also how elected representatives will exercise authority and deliver services under any future governance arrangement.
