ISLAMABAD: Prime Minister Shehbaz Sharif on Sunday announced a special fuel relief scheme offering a subsidy of Rs 100 per litre to motorcycle, rickshaw, Qingqi and small-car owners to ease the impact of soaring petrol prices amid a surge in global oil prices triggered by tensions in the Middle East.
Under the scheme, motorcycle, rickshaw, Qingqi and other two- and three-wheeler owners will receive Rs 100 relief per litre on up to 20 litres of petrol per month, providing a maximum monthly benefit of Rs 2,000.

Owners of cars with engines of up to 800cc will also be eligible for a Rs 100-per-litre subsidy, with the relief applicable to a maximum of 30 litres per month, taking their maximum monthly benefit to Rs3,000.
When will the fuel relief start?
The scheme will become effective in Islamabad from the night between Monday and Tuesday, while implementation will begin across Pakistan, including Azad Jammu and Kashmir and Gilgit-Baltistan, from the night between Wednesday and Thursday.
Registration for the scheme opened on Sunday. The government said details about the registration procedure, eligibility verification and mechanism for receiving the relief will be communicated to citizens through a dedicated awareness campaign.
The scheme is aimed at providing direct relief to low-income commuters who rely heavily on motorcycles, rickshaws, Qingqis and small vehicles for transportation.
Prime Minister Shehbaz said the government fully understood the financial pressure caused by rising petroleum prices and would not leave the public alone during the difficult period.
He also thanked the provincial governments for cooperating in providing data on motorcycles, rickshaws and small vehicles to facilitate registration and delivery of the fuel relief.
Petrol prices rise amid Middle East tensions
The announcement came days after the government increased petrol prices by Rs3.05 per litre and high-speed diesel (HSD) by Rs5.37 per litre, effective from Friday, marking the fourth consecutive increase in petroleum prices.

International oil prices declined on Friday but remained on course for a weekly gain of more than 8%, while US diesel prices reached a record high as attacks along Middle East shipping routes raised concerns over prolonged disruptions to global fuel supplies.
Brent crude futures settled at $104.61 per barrel, down $3.02, or 2.81%.

Earlier fuel relief initiatives
The federal government had earlier announced measures aimed at protecting motorcycle and rickshaw owners from global oil price volatility. Prime Minister Shehbaz had directed provincial governments to facilitate the registration of vehicles in their owners’ names, paving the way for a specialised Fuel Support Programme.
He had said the initiative would help digitise data on motorcycles and rickshaws across the country and enable their owners to benefit from government relief measures in the future.
The prime minister had also directed authorities to coordinate with the chief secretaries of all four provinces, Azad Kashmir and Gilgit-Baltistan.

Provincial governments have also introduced separate relief measures. Punjab announced free fares on major urban transport systems, including the Orange Line and Metro Bus, along with a Rs100-per-litre diesel subsidy for the agricultural sector.
Sindh, meanwhile, announced a Rs 2,000 monthly subsidy for registered motorcycle owners, with its Excise Department developing a mobile application through which citizens could submit their CNIC details to claim the assistance.
