RIYADH: Saudi Arabia’s Ministry of Defence has announced the appointment of the commander of a maritime defence coalition comprising Gulf countries, marking a key step in strengthening regional maritime security cooperation.
“The Ministry of Defence of the Kingdom of Saudi Arabia announces the appointment of Rear Admiral (Staff) Abdullah bin Salem Al-Shahri as the Coalition Commander,” a statement read on Thursday.
“This represents a key step in advancing the coalition’s institutional development and enhancing its operational readiness.”
“This appointment reflects the commitment of the founding states to completing the coalition’s leadership structure, thereby strengthening its readiness to carry out its defensive missions in support of maritime security, protecting freedom of navigation, securing maritime routes and strategic straits, and safeguarding international trade and global supply chains within the coalition’s area of responsibility, in accordance with its charter and the provisions of international law,” it added.

Saudi Commander to lead joint maritime operations
According to the Saudi Press Agency (SPA), the newly appointed commander will oversee the coalition’s joint maritime defence operations, lead operational planning and coordination among member states, and work with other maritime coalitions to implement joint missions in line with the coalition’s charter and governing framework.
The appointment marks a major step in establishing the coalition’s command and joint staff structures, enhancing its readiness to integrate member states’ capabilities and launch operational programmes. It is also expected to strengthen cooperation in maritime security, information sharing, capability development, training and joint exercises.

Coalition expands founding membership
The coalition said the accession process remains open, with several countries having already signed the Joint Statement establishing the alliance, while others are completing domestic procedures before signing the Joint Statement and the coalition’s charter to join as founding members.
Reaffirming its open and inclusive nature, the Multinational Maritime Defence Coalition said it welcomes all countries that share its objectives and principles. It added that a supplementary statement will identify additional founding members once the signing process is complete, reflecting the coalition’s continued expansion and its commitment to strengthening collective maritime security and international cooperation.
Planners’ meeting scheduled for August 12–13
The coalition’s next milestone will be the planners’ meeting scheduled for August 12–13, 2026, where participants will finalise the remaining institutional arrangements and facilitate the signing of the Joint Statement and charter by additional countries, paving the way for their formal accession.

Appointment marks key milestone
The coalition described the appointment of its commander as a significant milestone, underscoring steady progress in building its institutional framework and reaffirming the founding states’ commitment to enhancing collective maritime security, promoting regional and international stability, and addressing shared maritime challenges, the SPA reported.

Global maritime security alliance
Saudi Arabia last month announced plans to establish a Multinational Maritime Defence Alliance, with Pakistan joining 13 other countries in endorsing the initiative aimed at protecting critical international shipping routes and countering growing maritime security threats.

The proposal was unveiled during a high-level meeting hosted by the Saudi Ministry of Defence in Riyadh, attended by chiefs of staff and senior military officials from 43 countries, along with representatives of the European Union. The participants discussed creating a coordinated international framework to safeguard global sea lanes, enhance maritime navigation security, and strengthen collective defence cooperation.
The alliance is expected to focus on securing the Bab el-Mandeb Strait, the Red Sea, and the Gulf of Aden — three of the world’s busiest and most strategically important maritime corridors.
Participants agreed that Saudi Arabia would serve as the alliance’s founding nation and host its permanent headquarters, highlighting the Kingdom’s expanding role in regional and international maritime security.
