ISLAMABAD: Pakistan’s National Accountability Bureau (NAB) has widened its investigation into irregularities during the tenure of former communications minister Asad Mahmood, covering the recruitment of 4,252 Pakistan Post employees and the award of four National Highway Authority (NHA) contracts worth Rs19.28 billion.
A dossier dated November 7, 2026, available with WE News English, outlines suspected connections between the appointments, highway projects and three contractors, Amanullah Khan, Umer Jan and Manzoor Afridi. It also identifies a property in Islamabad occupied by Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman.
The document invokes Section 9(a)(ii) of the National Accountability Ordinance, 1999, and has been circulated to the heads of the NHA, Capital Development Authority (CDA) and Federal Investigation Agency (FIA), as well as the secretary of the Ministry of Communications.
NAB is investigating allegations of multi billion rupee NHA contracts, 4252 illegal recruitment cases in Pakistan Post, and benami properties during Asad Mahmood’s tenure. Investigative records highlight alleged financial links involving former minister Asad Mahmood, Maulana Fazlur Rehman, and political contractors. Strict legal action is imperative to ensure complete public accountability. @AsadBaig @SadafKhan @AttaullahTarar @IshaqDar @HamidMir @ShahzebKhanzada @AunAliKhosa @MuneebFarooq @ZulfiqarHameed @NABPakistan @CDA_Islamabad @FIA_Agency

Four NHA projects worth Rs19.28 billion under review
The dossier identifies four highway contracts awarded between April 2022 and August 2023, when Asad Mahmood served as federal communications minister.
According to the document, the projects and allocations include:
- N-55 and Indus Bypass: Rs8.15 billion, associated with contractor Amanullah Khan, son of Muhammad Younus.
- N-50 CPEC corridor: Rs7.15 billion, associated with contractor Umer Jan.
- Khyber Pakhtunkhwa Link Highways: Rs3.98 billion, associated with contractor Manzoor Afridi.
The dossier raises questions about the contractors’ business dealings, their alleged relationships with one another and possible connections with political figures.
It describes Amanullah Khan as a contractor and political financier, while identifying Umer Jan and Manzoor Afridi as alleged partners in the business network under examination.
The document further states that investigators have compared procurement records obtained from the NHA’s Procurement and Contract Administration Wing with material recovered by the FIA during its inquiry into recruitment at the Ministry of Communications.

Pakistan Post recruitment of 4,252 employees
The recruitment of 4,252 people in Pakistan Post during Asad Mahmood’s tenure is another major area of scrutiny.
The dossier said that contractor Amanullah Khan helped prepare the D.I. Khan allocation list for the appointments and suggests that recruitment records may be connected to the contractors and highway projects being examined.
NAB has summoned Asad Mahmood to appear before its investigators on November 10, 2026, at 11:00 am, in connection with irregularities in Pakistan Post hiring.
The recruitment case centres on claims that 4,252 people were appointed despite the Establishment Division having approved 3,938 positions. Of the appointments, 2,646 were allegedly made against abolished posts.
Investigators are also examining reports of permanent hiring despite recommendations for contractual recruitment through a testing agency, along with allegations involving forged documents, candidates exceeding the prescribed age limit, domicile quota violations and political affiliations.

NAB raises questions over ownership
The dossier has also drawn attention to House No. 7, Street 83, Sector G-6/4, Islamabad, which it identifies as requiring further investigation.
It claims that CDA and FIA records show the property is registered in the name of contractor Amanullah Khan, although Maulana Fazlur Rehman has reportedly been using the residence.
The document also cites a CDA enforcement notice issued on October 30, 2026, concerning alleged unauthorised construction, security posts and the placement of a heavy generator on public land.
It further raises the possibility that the house and a number of V8 vehicles could be part of a wider arrangement involving contractors and political figures.
NAB has flagged the suspected use of the property and vehicles as possible benami arrangements connected to government contracts and recruitment allocations.

NAB seeks records from NHA, FIA and CDA
The dossier outlines a series of directions requiring government departments to provide documents and assist the investigation.
The NHA chairman has been asked to submit original bidding evaluation reports, executive board minutes and payment ledgers concerning the contracts within 48 hours.
The FIA director general has been directed to provide certified copies of its November 4, 2026, inquiry findings and relevant records relating to the Pakistan Post appointments.
The CDA chairman has also been instructed to secure the estate file of House No. 7 in G-6/4 and prevent its transfer, mutation or sale in view of the violations.
The dossier additionally calls for scrutiny of the registration and chassis records of V8 vehicles reportedly acquired or transferred by the three contractors for use at the Islamabad residence.
Copies have also been forwarded to the Prosecutor General Accountability, the Public Procurement Regulatory Authority (PPRA), the FIA’s Anti-Corruption Wing and the CDA’s Building Control Directorate.
