ISLAMABAD: In a major shift toward digital governance, the Higher Education Commission (HEC) of Pakistan has launched a completely online and paperless Degree Attestation System, replacing the traditional verification process that previously required physical presence and document handling.

The new system, accessible round the clock at www.eservices.hec.gov.pk, allows applicants to apply for degree attestation from anywhere at any time, eliminating the need to visit HEC offices or send original documents by post.

Talking to WE News English, Chairman HEC, Dr. Niaz Ahmed Akhtar, explained that under the revamped system, applicants will no longer need to physically visit HEC offices or submit original documents. Instead, applications for online attestation can be submitted 24/7 through the HEC e-Services Portal.

He further stated that the new e-Attestation Certificate system is designed to offer a secure, efficient, and user-friendly experience, with online verification available for all attested documents and certificates.

The upgraded online Degree Attestation System will be launched and become effective from May 11, 2026.

How the new system works

Under the revamped process, HEC will issue an e-Attestation Certificate, which applicants can directly download from their personal dashboard. The authenticity of the certificate can be verified by scanning the document or visiting www.hec.gov.pk/site/verification, where the attested document can be viewed alongside the certificate.

Importantly, HEC will now attest only original degrees. No photocopy of any educational document will be processed for attestation under the new system.

Secure, efficient, and user-friendly

Officials describe the system as secure, efficient, and user-friendly. Applicants are no longer required to physically visit HEC’s premises or bear the risks associated with sending original documents through courier services. The digital platform ensures faster processing times and greater transparency.

Transition period for pending applications

HEC has provided clear guidance for applicants who had already submitted requests under the previous system.

Those who have already applied and paid the attestation fee will have their applications processed according to the old method, but only until June 30, 2026. All such applicants are urged to complete their attestation process by that deadline.

Applicants who have not yet paid the attestation fee in the previous system are advised to apply afresh through the new online platform.

Old attestations remain valid

The commission has also confirmed that all degree attestations made by HEC before the launch of the e-Attestation Certificate will remain fully valid. These can still be verified using the same online link at www.hec.gov.pk/site/verification.
