ISLAMABAD: Pakistan’s federal and provincial governments on Monday held consultations on petroleum pricing reforms and the redesign of subsidy mechanisms, aimed at improving targeting efficiency and fiscal sustainability.

Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb chaired the meeting, where Chief Minister Balochistan Mir Sarfraz Ahmed Bugti was present in person.

However, other provincial leaders and senior officials from Punjab, Sindh and Khyber Pakhtunkhwa joined virtually along with federal ministers and senior bureaucrats.

In his opening remarks, the finance minister described the session as part of an ongoing consultative process aimed at evolving a coordinated and sustainable framework for petroleum pricing and subsidy rationalisation.

He emphasised the importance of close federal-provincial coordination in designing future policy interventions.

Participants discussed the gradual shift from broad-based subsidy structures towards more targeted mechanisms designed to support vulnerable segments of society while preserving fiscal discipline.

Provincial representatives shared respective perspectives based on administrative capacity, data systems and socioeconomic conditions.

The discussion also explored possible delivery channels for targeted subsidies, including the usage of existing national databases, digital payment platforms and cash transfer systems to ensure efficient and transparent distribution of support.

Officials further stressed the importance of accountability frameworks and governance structures to ensure effective implementation and minimise leakages in any future subsidy regime.

It was agreed that a working framework outlining broad principles for a targeted subsidy mechanism would be developed and circulated among stakeholders for further refinement, with provinces continuing internal consultations to align their proposals.

The finance minister appreciated the constructive input from all participants and reiterated the government’s commitment to protecting low-income groups while maintaining overall macroeconomic stability.
