ISLAMABAD: In a significant boost to legal education in the province, as many as 71 students from Balochistan have been awarded scholarships under the Law Graduate Scholarships Programme for Study Abroad, the Higher Education Commission (HEC) announced on Saturday.
The initiative, now in its eighth year, aims to address the shortage of senior legal professionals in Balochistan and strengthen the province’s judicial framework. The scholarships are fully funded and cover various levels of study, including LLB, LLM, and PhD programmes at top-tier national and international institutions.
Addressing a Critical Need
The scholarship programme was launched in 2018-19 on the directive of the Prime Minister of Pakistan, following a tragic terrorist attack in August 2016 that claimed the lives of over 60 lawyers in Quetta. The incident exposed a critical gap in the province’s legal infrastructure, prompting the government to take concrete steps to build a new generation of legal experts.
According to HEC officials, the programme originally aimed to award 100 scholarships to law students from Balochistan. To date, 56 scholars have completed their degrees and are now contributing to the legal profession, while another 15 students are currently pursuing their studies at various universities in Pakistan and abroad.

Strong Response to Latest Call
The most recent application cycle saw overwhelming interest, with 465 students applying for the scholarships. The scholarship aptitude test was conducted in mid-February, and the scrutiny of applications is currently underway. Successful candidates will join the ranks of those already benefiting from the programme.

An HEC spokesperson described the initiative as a cornerstone of the Commission’s efforts to uplift higher education in Balochistan. “This programme is not just about financial assistance; it is about fostering professional excellence and creating a pool of highly qualified legal minds who can serve the province and the country,” the spokesperson said.
By providing opportunities for advanced legal education, the programme aims to equip students from Balochistan with the skills and knowledge needed to address complex legal challenges and contribute to the province’s socio-economic development.
