ISLAMABAD: All Pakistan University BPS Teachers Association (APUBTA) is going to observe a sit-in on December 14 (Wednesday) in front of the Higher Education Commission (HEC) against the behaviour of HEC authorities who, according to them, are ignoring the issues and problems faced by the teacher community.

As per the statement issued by APUBTA, it will observe a sit-in in front of the HEC Head Office, located in sector H-9, Islamabad, from December 14, 2022. Teachers will continue the sit-in until their demands are met and Higher Education Commission approves the Teachers Promotion Policy. The decision to this effect was taken in the meeting of the core committee of APUBTA.

The meeting participants expressed their serious reservations about the behaviour of Higher Education Commission authorities. Due to the policies made by HEC in the past, about 88 percent of teachers are deprived of their rights to promotion. Teachers deprived of their rights have protested for the last three years, demanding that the Higher Education Commission give them a promotion policy analogous and service structure to that already in vogue in other government departments.
HEC- APUBTA meetings

The Commission and APUBTA have held 35 meetings so far to resolve the longstanding promotion and issues related to the seniority of about 40,000 BPS faculty members working in universities of the public sector of Pakistan. The Higher Education Commission authorities signed two written agreements and verbal commitments to get approved Commission’s policy regarding promoting BPS within a specific timeframe. However, nothing has been done in this respect. In standing committees of the National Assembly and Senate of Pakistan, the HEC authorities gave assurances using delaying tactics to prolong the process.
