Pakistan Hosts Maritime Law Workshop to Interagency Collaboration

KARACHI: A key Legal Workshop aimed at improving interagency collaboration for maritime law enforcement is underway in Karachi.

The workshop, part of the ‘Improved National Response against Drugs and Contraband Trafficking in the Maritime Domain (Phase II)’ project, is funded by the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL) Pakistan.

It supports Pakistan’s counternarcotics and maritime law enforcement agencies, including the Anti-Narcotics Force, Pakistan Customs, Pakistan Coast Guards, and the Pakistan Maritime Security Agency.

Running from August 19 to 23, the event was inaugurated by U.S. Deputy Consul General Amy Hood, UNODC Regional Program Coordinator David O’Connell, and PMSA Commander Zeshan Arif, focusing on legal frameworks for intercepting vessels involved in drug and contraband smuggling.

David O’Connell, Regional Coordinator for the UNODC Global Maritime Crime Program, welcomed participants and highlighted the UNODC’s collaboration with the Government of Pakistan in developing and implementing the maritime security project (Phase I).

He stressed the UNODC’s comprehensive approach to supporting Pakistan in addressing drug and crime challenges both domestically and through international cooperation. “Our efforts are aligned with the Government’s goal to enhance border management, reduce drug supply, and uphold the rule of law, thereby creating a safer environment for the people of Pakistan,” he said.

Deputy Consul General Amy Hood spoke on the complexities and dynamic challenges faced by law enforcement agencies in the maritime domain globally. She reaffirmed the U.S. commitment to supporting Pakistan in bolstering maritime security and combating transnational organized crime. “We are fortunate to have a diverse range of agencies represented here, and I hope this workshop equips you with the essential tools to tackle maritime crime effectively,” she stated.

Hood commended UNODC for organizing the workshop and expressed gratitude to ANF, Pakistan Customs, PCG, PMSA, and other relevant ministries for their dedication to maritime security.

Commander Zeshan Arif emphasized Pakistan’s crucial role as a frontline defence against the narcotic drug flow from Afghanistan, a significant regional and global security threat. He acknowledged the challenges posed by limited resources and technology but underscored Pakistan’s proactive policy and operational measures to address the issue.

Commander Arif expressed appreciation for the support from UNODC and INL in strengthening Pakistan’s national response to drug and contraband trafficking in the maritime domain.
