Key Arab states including Saudi Arabia, Egypt, and the United Arab Emirates (UAE) were not represented at all at the meeting — an introductory session ahead of the ministerial meeting in Cairo.

Only four members of the Arab League sent their lower-ranking officials while Arab League Secretary-General Ahmed Aboul Gheit also did not attend the gathering.

Libyan Foreign minister Najla Al-Mangoush condemned it and said that Libya is determined to play its role in the forum of Arab League and rejects any effort to politicize the League’s founding documents.

Libya fell into violence after the 2011 overthrow of its ruler Muammar Qaddafi in a NATO-sponsored uprising. The Tripoli-based government was the product of an UN-mediated peace process.
