Hamas Says Progress Made on Contentious Gaza Ceasefire Issues in Cairo Talks

CAIRO, Egypt: Hamas said on Tuesday that negotiators had reached “acceptable approaches” on key disputed issues in talks aimed at advancing the Gaza ceasefire agreement with Israel, following days of discussions in the Egyptian capital.

Hazem Qassem, a spokesman for the Palestinian movement, told Turkiye’s Anadolu news agency that talks in Cairo had produced “acceptable approaches from the parties participating in the talks regarding the contentious issues of the ceasefire agreement.”

He said Hamas and other Palestinian factions had engaged “with flexibility and positivity” with proposals presented by mediators from Egypt, Qatar and Turkiye.

The discussions are part of ongoing efforts to advance a ceasefire roadmap and address unresolved issues that have stalled implementation of previous agreements.

Qassem said the Palestinian group’s engagement reflected “a national responsibility to stop the genocide in Gaza.”

“The ball is now in the court of the occupation and the Board of Peace,” Qassem said, referring to efforts to move towards the full implementation of US President Donald Trump’s plan for peace in Gaza.

Earlier on Tuesday, Taher al-Nunu, media adviser to the head of Hamas’s political bureau, said the movement and other Palestinian factions had prepared a joint response to a roadmap presented by mediators.

In remarks to the media, al-Nunu said the Hamas delegation and Palestinian factions had developed “a joint draft of a national and responsible response” to the proposal aimed at completing implementation of President Trump’s peace plan.

He said discussions were continuing on unresolved aspects of the ceasefire agreement’s first phase, while also addressing broader political and governance issues.

According to al-Nunu, talks focused on safeguarding Palestinian political rights, accelerating the establishment of a National Committee for the Administration of Gaza, increasing humanitarian assistance, launching reconstruction efforts and securing a complete Israeli military withdrawal from the territory.

He said all parties involved in the negotiations had demonstrated “a high degree of positivity and responsibility” in an effort to reach a mutually acceptable agreement.

A Hamas delegation led by Khalil al-Hayya, the Palestinian group’s leader in Gaza, arrived in Cairo on Friday for the talks. Representatives of other Palestinian factions also participated in the meetings.

The first phase of the ceasefire included exchanges of prisoners and detainees, increased humanitarian aid deliveries and the withdrawal of Israeli forces from certain areas of Gaza.

In mid-January, the United States announced the launch of the second phase of the agreement. That phase includes a complete Israeli military withdrawal from Gaza, Hamas disarmament, reconstruction efforts and the establishment of a transitional governing body for the territory.
