EU-South Korea Strategic Talks Address North Korean Troops in Russia

SEOUL, South Korea: The European Union’s foreign policy chief, Josep Borrell, held a significant dialogue with South Korea’s Foreign Minister, Cho Tae-yul, on Monday, discussing regional security and defence cooperation against the backdrop of escalating tensions involving North Korea’s reported military support to Russia’s campaign in Ukraine.

AFP reports that Borrell’s visit to Seoul follows his tour of Japan and includes a trip to the Korean Demilitarized Zone (DMZ), underscoring the EU’s commitment to regional stability.

The talks mark the first Strategic Dialogue between the EU and South Korea, as both parties seek to advance their security and defence collaboration.

The discussions have taken on heightened importance as North Korean troops reportedly mobilize to support Russia’s military efforts in Ukraine, sparking alarm in Seoul and Washington.

South Korea’s Defence Minister Kim Yong-hyun and Borrell expressed mutual concerns, with Borrell signaling the need for “next-level” cooperation to counter such destabilizing activities.

South Korea has so far limited its support to Ukraine to non-lethal aid, including mine-clearing equipment, yet is now contemplating broader responses.

Seoul fears that North Korea may receive military technology from Moscow in exchange for its assistance, potentially advancing Pyongyang’s satellite and missile programs. The recent Hwasong-19 intercontinental ballistic missile test by North Korea further highlights the growing security threat, as U.S. officials suggest North Korean troops may soon join the frontlines in Ukraine.
