ISLAMABAD: Pakistan’s HugoBank has moved closer to starting commercial operations after the Securities and Exchange Commission of Pakistan (SECP) approved a 1.5 billion-rupee ($5.3 million) increase in its paid-up capital, the corporate regulator said on Wednesday.

The fresh capital is expected to help pave the way for the bank’s commercial launch. The launch of the country’s first digital retail bank would mark a further step in Pakistan’s efforts to develop a new generation of branchless, technology-driven financial institutions.

HugoBank is being established by a consortium of Pakistani and Singaporean investors, with its sponsors planning to invest $60 million in the venture, according to the SECP.

HugoBank secures in principle approval

The bank has received In-Principle Approval (IPA) from the State Bank of Pakistan (SBP) to establish a digital retail bank.

The approval does not by itself mean the bank has begun operations, as digital banks must meet the central bank’s regulatory and operational requirements before receiving permission for commercial launch.

HugoBank plans to provide banking services through mobile and online platforms rather than a conventional branch network, the SECP said.

The entry of digital-only banks is expected to increase competition in Pakistan’s financial sector by offering customers more convenient and potentially lower-cost financial services.

Digital platforms can also reduce the need for physical branches and expand access to banking services among customers who remain underserved by traditional banks.

Pakistan has been encouraging digital financial services as part of efforts to broaden financial inclusion and modernise its banking system.

The SECP has also been pursuing wider digitalisation of financial services, including measures to facilitate online onboarding and technology-based access to investment products.

The development coincides with Pakistan’s corporate sector recording increased foreign participation. The SECP said foreign investors were involved in 1,014 new companies registered during the fiscal year ended June 30, 2026, with foreign participation in the non-bank financial institution sector rising 85 per cent during the year.

HugoBank’s planned entry could therefore add another foreign-backed player to Pakistan’s evolving fintech and digital banking ecosystem, intensifying competition over customers seeking faster, more accessible financial services.
