QUETTA: The Balochistan government has announced one of the province’s largest administrative restructurings, creating new divisions, districts, sub-divisions, tehsils and sub-tehsils while redrawing territorial boundaries to strengthen governance, decentralise administration and improve public service delivery.
The reforms were notified under Sections 5, 6 and 6-A of the Balochistan Land Revenue Act, 1967, which empower the provincial government to establish new administrative units and revise existing jurisdictions.
The extensive changes include the division of Quetta district into two separate districts, the creation of new administrative divisions, elevation of several areas to district and tehsil status, and renaming of some districts and divisions.
Quetta divided into East and West districts
Under the new administrative arrangement, Quetta district has been divided into Quetta East and Quetta West to improve administrative efficiency in the provincial capital.
Quetta East will comprise:
Saddar
City
Sariab
The district headquarters will remain at the existing Deputy Commissioner’s Office.
Quetta West will include:
Kuchlak
Brewery
Panjpai
The Deputy Commissioner’s Office for Quetta West will be established at the Irrigation Department building in Sariab.
The government has also notified:
Brewery as a new sub-division and tehsil.
Panjpai as a new sub-division with headquarters at Panjpai.
Realignment of patwar circles for Quetta East and Quetta West by the Board of Revenue will be within one month.
Mastung shifted to Quetta Division
The government has transferred Mastung district from Kalat Division to Quetta Division.
Mastung district will continue to include:
Mastung
Dasht
Khad-e-Kocha sub-tehsil
Kirdgap sub-tehsil
Kalat Division replaced with Khuzdar and Lasbela divisions
In a major administrative change, the historic Kalat Division has been abolished and replaced with two new divisions:
Khuzdar Division
Lasbela Division
The restructuring is aimed at improving administrative coordination in central and southern parts of Balochistan.
Wadh Granted District Status
The government has upgraded Wadh from a subdivision of Khuzdar district to a separate district.
The newly created district will consist of:
Wadh
Naal
Ornach
Other changes include:
Creation of Gresha as a new sub-division.
Establishment of Aranji as a sub-tehsil.
Adjustment of boundaries involving Saroona, Hub and Lasbela.
Major Changes in Khuzdar Division
The government has introduced several administrative reforms in Khuzdar Division, including:
Creation of Baghbana and Moola as new sub-divisions.
Upgradation of Zeedi to tehsil status.
Elevation of Karkh from sub-tehsil to tehsil.
Transfer of Zehri from Khuzdar district to Surab district.
Official renaming of Shaheed Sikandarabad district as Surab district.
Reforms in Pishin Division
The notification introduces:
Toba Kakari as a new sub-division.
Barshore upgraded to tehsil status.
Toba Kakari notified as a new tehsil.
Rakhshan Division Reorganised
The reforms in Rakhshan Division include:
Chagai upgraded to a sub-division.
Yak Mach elevated to tehsil status.
Nag upgraded as a tehsil and new sub-division in Washuk district.
Makuran Division renamed and expanded
The provincial government has officially adopted the spelling Makuran Division, replacing the previous spelling “Mekran.”
Additional changes include:
Balnigore upgraded to both tehsil and sub-division status.
Adjustment of Hoshab boundaries.
Creation of new sub-divisions at Ormara and Jiwani in Gwadar district.
Naseerabad Division Gets New Administrative Units
The reforms include:
Creation of Khanpur as a new tehsil in Jaffarabad.
Upgradation of Mirpur to tehsil status in Jhal Magsi.
Creation of Jia Khan as a new sub-division and tehsil in Sohbatpur.
Zhob Division expanded
The notification provides for:
Creation of Murgha Kibzai sub-division and tehsil.
Relocation of Sherani district headquarters from Istano Ragha to Mani Khawa.
Establishment of new sub-divisions at Mani Khawa and Istano Ragha.
Creation of Shinghar as a new sub-tehsil.
Sevi Division Undergoes Major Changes
Several reforms have been approved for Sevi Division:

Lower Dera Bugti renamed South Dera Bugti.
Kachhi district transferred from Naseerabad Division to Sevi Division.
Mach and Balanari upgraded to tehsil status.
Sangseelah created as a new sub-division.
Jalal Khan Mugheri notified as a new sub-tehsil.
Loralai Division expanded
The government has also introduced changes in Loralai Division, including:
Transfer of Ziarat district from Sevi Division to Loralai Division.
Transfer of Harnai district to Loralai Division.
Creation of Rara Sham as a new sub-division and tehsil in Barkhan.
Establishment of Hosarhi sub-division.
Upgradation of Jandran into a tehsil.
Notification of Hosarhi as a new sub-tehsil in Kohlu.
Dera Bugti districts renamed
The provincial government has approved the renaming of:
Upper Dera Bugti as North Dera Bugti
Lower Dera Bugti as South Dera Bugti
Board of Revenue tasked with implementation
The notification authorises the Board of Revenue to complete boundary adjustments, revenue limits and patwar circle arrangements in line with decisions approved by the provincial cabinet.
Officials said the reforms are aimed at bringing administration closer to the people, improving government coordination, accelerating development planning and ensuring better delivery of public services across Balochistan.
