Albania Unveils World’s First Robot Minister to Fight Corruption

Virtual cabinet member “Diella” will oversee public tenders, but critics call the move largely symbolic

ISLAMABAD: Albania has appointed what it calls the world’s first AI-generated minister, a virtual official tasked with combating corruption in public procurement. The bot, named Diella, was introduced by Prime Minister Edi Rama as part of his new cabinet – though the appointment remains symbolic since the constitution requires ministers to be human citizens aged at least 18.

Diella’s Role

Diella, depicted as a woman in traditional Albanian dress, will oversee decisions on government tenders and public procurement contracts. According to Rama, the aim is to create a system “100% free of corruption” by eliminating human bias, speeding up the process, and ensuring accountability.

The prime minister emphasized that Diella’s appointment reflects Albania’s ambition to become a pioneer in digital governance. “We’re working with a brilliant team, both Albanian and international, to deliver the first full AI model in public procurement,” Rama told the BBC.

Symbolism and Skepticism

While hailed as a bold experiment, the move is largely symbolic, as Albania’s constitution clearly states that ministers must be mentally competent human citizens. Analysts note that Diella cannot legally hold ministerial power, but serves more as a statement of intent in the fight against graft.

Critics also warn that while AI systems can help increase efficiency, they are not immune to errors or manipulation. “AI responses may include mistakes,” acknowledged the government, noting that transparency safeguards will be essential.

Global Trend of AI Governance

Albania’s experiment comes as other governments integrate artificial intelligence into public administration.

United Kingdom: Developed “Humphrey,” a suite of AI tools including Consult, used for public consultations in Scotland.

France: Launched Albert in April 2025 to streamline administrative tasks and assist officials with frequently asked questions.

Yet Albania remains the only country to present an AI entity as a cabinet-level official.

A New Era or a Gimmick?

Supporters argue that Diella – whose name means “sun” in Albanian – represents a radical new approach to tackling one of the nation’s deepest-rooted problems. Rama’s government insists the AI minister will bring transparency and efficiency to a system long plagued by corruption scandals.

Skeptics, however, question whether a bot without legal standing can bring meaningful change, or whether the move is designed more for symbolism and international headlines than systemic reform.
