It said that the July attack in the Ukrainian town of Olenivka had killed prisoners held by separatists in the area. Moscow and Kyiv both had requested an investigation, which the U.N. chief had announced last August.

Meanwhile, Kyiv has rejected an offer from Moscow for a 36 hours ceasefire over Orthodox Christmas, adding there would be no cease-fire until Russia withdraws its troops from the occupied land.
