DERNA: The United Nations’ Libya envoy, Abdoulaye Bathily, expressed concern on Monday about the “unilateral and competing initiatives” undertaken by Libyan institutions in the aftermath of the destructive flood that claimed thousands of lives in Derna last month.
In an official statement, Bathily warned against the counterproductive nature of these unilateral efforts, emphasizing that they exacerbate existing divisions within the country and hinder reconstruction efforts. He noted that such initiatives contradict the solidarity, support, and national unity demonstrated by the Libyan people.
Libya, plagued by instability since the 2011 NATO-backed uprising, has been divided between western and eastern factions with parallel political institutions since 2014. The situation has complicated governance and recovery efforts within the country.
Difference Over Flood Reconstruction Efforts in Libya
Recently, both the eastern administration and the internationally recognized government in Tripoli have announced plans for separate reconstruction conferences for Derna. On Sunday, the eastern administration decided to postpone its international conference on Derna’s reconstruction. Meanwhile, the Tripoli government, located in the western part of the country, has also indicated its intention to organize a reconstruction conference.
The control over Derna’s reconstruction has the potential to bring substantial financial resources and facilitate coordination with foreign powers. Analysts have raised concerns that this situation could become a significant new battleground for conflict between Libyan factions.
Bathily’s statement underscores the necessity of unified and coordinated efforts, urging Libyan institutions to work together to ensure a cohesive and efficient reconstruction process in Derna.
