Royal Thai Navy Adm. Cherngchai Chomcherngpat, who is the commander-in-chief, on Tuesday said that at the time of the sinking the HTMS Sukothai had been carrying thirty people more than its capacity. As a result, when the mishap occurred, the ship did not have enough life jackets for each and every one of them.
