Sindh Governor’s Foreign Trip Raises Constitutional Concerns

ISLAMABAD: Sindh Governor Muhammad Kamran Khan Tessori has reportedly embarked on a foreign trip without providing prior notification to important governmental offices, including President’s office, Prime Minister’s office, the provincial Chief Minister’s office and Cabinet Division.

 

The governor’s departure has raised constitutional concerns due to the violation of established protocol for informing relevant constitutional authorities before leaving the country. The governor’s departure for a trip abroad has left Sindh province without a representative of the federation in the province.

 

According to well-informed sources, Governor Tessori boarded a Kuwait Airlines plane destined for Kuwait and subsequently departed for Istanbul. This unexpected departure without official communication has reportedly prompted concerns about the governor’s responsibilities and obligations as per the constitution.

Under the constitutional framework, it is mandatory for the governor to inform the provincial Chief Minister’s office, President’s office, and Cabinet Division before traveling abroad. Additionally, the constitution stipulates that when the governor is absent from Pakistan or unable to perform the functions of the office, another illegible person designated by the President shall act as Governor.

 

As per the Constitution of the Islamic Republic of Pakistan, the Speaker of the Provincial Assembly is designated to act as or perform the functions of the Governor in cases where the Governor is absent from Pakistan or unable to execute their duties. This provision ensures the continuation of governance even in the absence of the governor.
