MOSCOW: The Kremlin has asserted that the resumption of diplomatic contacts between the United States and Russia hinges on US President Joe Biden changing Washington’s stance towards Moscow.
Kremlin spokesman Dmitry Peskov emphasized that the responsibility for rebuilding Russian-US relations rested partly on the United States, indicating that a more constructive approach from President Biden was necessary.

In an interview with Rossiya-1 TV channel, Peskov remarked that the collapse of the foundation of Russian-US relations occurred due to American initiatives. He stressed that for any meeting between Russian President Vladimir Putin and President Biden to take place, it would require mutual desire and readiness, along with certain conditions maturing over time.
Russia Open for Resuming Talks with US
Putin, Peskov noted, had expressed willingness for dialogue on multiple occasions, highlighting Russia’s openness to resuming talks with the US. Despite relations being described as at or even below zero, the Kremlin spokesman acknowledged the shared responsibility both nations bear for global and strategic stability.
Peskov stated that eventually, discussions between Russia and the US would need to be reinstated, emphasizing the inevitability of such conversations in the future.
