Punjab’s Himmat Card

LAHORE: The Punjab government has initiated the field verification process for over 400,000 registered special persons across the province to issue the “Himmat Card” for their financial support. This effort follows the establishment of a registration system for special persons by the Punjab government in 2022. According to government criteria, a medical board’s certificate is required to officially recognize someone as a special person. The Punjab government has also provided an online registration facility, allowing special persons to apply online for the medical board examination and secure an appointment date.

Initially, the Punjab government had data on 296,000 special persons. However, following the call for Himmat Card applications, an additional 100,000 individuals have submitted their data in the past two months. The Himmat Card, announced by Chief Minister Maryam Nawaz Sharif, will facilitate financial assistance through the Bank of Punjab. Prior to this, no dedicated financial package existed for special persons.

Provincial Social Welfare Secretary Iqbal Hussain explained that the proposal targets the poorest individuals, with monthly incomes estimated at Rs23,192 and poverty scores between 0-26. Initially, it was suggested to provide 10 to 15 percent of their income, translating to a minimum of Rs2,000 per month. Ultimately, the decision was made to provide Rs7,500 quarterly. The government aims to increase aid based on future circumstances.

Secretary Hussain also highlighted the commencement of a new Rs400 million Disability Aid programme, directed by Chief Minister Sharif, which will provide wheelchairs and hearing aids. Additionally, Rs2 billion has been allocated to assist poor people through the Himmat Card. This comprehensive initiative is set to significantly improve the lives of special persons in Punjab.
