Pakistan’s Karachi Port Offers Major Incentives for Green Shipping and Transhipment

Minister unveils measures to attract transhipment vessels and reward environmental responsibility

ISLAMABAD: Pakistan’s Federal Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry, has announced a comprehensive package of incentives for transhipment traffic to Karachi Port, positioning it as a competitive regional maritime hub.

Speaking at a high-level meeting, the minister described the initiative as part of a broader strategy to increase shipping activity and support environmentally sustainable practices in maritime operations.

Key features of the incentives

Under the revised framework, vessels carrying dry bulk export cargo will receive a 60 per cent concession on port dues, wharfage and storage charges under the Karachi Port Trust (KPT) tariff.

The minimum transhipment cargo requirement for incentives has been reduced to 7.5 per cent from 10 per cent. Likewise, the base discounts have increased from 5 per cent to 20 per cent.

Additional incentives range from 2 per cent to 5 per cent for every 5 per cent increase in transhipment volumes.

Ships carrying transhipment cargo equal to 50 per cent of their gross registered tonnage (GRT) are eligible for a flat 60 per cent discount on port dues, set at $1.18 per GRT.

Large container ships with at least 25 per cent transhipment cargo qualify for up to 50 per cent off applicable wet charges.

Vessels using environmentally friendly fuels will receive an extra 5 per cent reduction in berthing charges, reflecting the government’s emphasis on sustainability.

Understanding transhipment

Transhipment refers to the transfer of cargo from one vessel to another at a port before the goods reach their final destination. It allows shipping lines to consolidate cargo, optimise routes, and serve markets that may not be directly accessible from the port of origin. Karachi Port aims to attract such activity, making it a hub for goods that are efficiently rerouted to regional and global destinations.

Strategic and geopolitical significance

The incentives are part of Pakistan’s effort to strengthen Karachi Port’s role as a cost-effective and efficient gateway for global shipping, particularly as regional maritime competition intensifies amid the lingering Iran war and the consequent shipping disruptions in the Strait of Hormuz.

By rewarding both operational scale and environmental responsibility, the policy aligns with global trends in green shipping and transhipment management. It also enhances Pakistan’s profile in the geopolitically critical Indian Ocean trade routes.

Implementation and outlook

The government is taking a proactive approach to modernise Pakistan’s blue economy, encouraging carriers to increase utilisation of Karachi Port while maintaining environmentally responsible operations, the minister stated.

Experts say the package could boost transhipment volumes, improve port revenues, and strengthen Pakistan’s strategic position in regional maritime trade.

However, they argued, it would depend on effective communication and operationalisation of the policy incentives.
