Pakistan to Establish National Commission for Minority Rights

ISLAMABAD: Pakistan has reached a consensus on amendments to the National Commission for Minority Rights Bill, 2025, during a recent meeting at the President House.

The amended bill has been forwarded to the Parliament for reconsideration in its joint session, state media reported on Sunday.

These amendments were prepared in response to the President Asif Ali Zardari’s earlier message to the Parliament under Article 75(1) of the Constitution of Pakistan.

The legislation seeks to establish a statutory commission to safeguard the rights of religious minorities, ensuring their representation and protection from discrimination.

The commission will monitor the implementation of minority rights, review relevant policies, and will have the powers to investigate rights violations independently.

This legislation marks a significant step toward fulfilling Pakistan’s constitutional guarantees and international commitments to minority rights, Radio Pakistan reported.

The formation of the commission includes representatives from all provinces of the country and minority communities, promoting inclusivity and effective oversight.

The Bill will proceed under the constitutional process for due consideration by the Parliament in its joint session.

The National Commission for Minorities Rights is a proposed statutory body in Pakistan to safeguard the rights of religious minorities.

The commission will have the power to receive and investigate complaints of rights violations, conduct inquiries, issue binding recommendations, and take action.
