Pakistan Introduces Digital ID, Data Exchange Regulations to Drive Digital Future

ISLAMABAD: Pakistan’s National Database and Registration Authority (NADRA) has introduced two landmark regulatory frameworks — the Digital Identity Regulations 2025 and the National Data Exchange Layer (NDEL) Regulations 2025 — to accelerate the country’s digital transformation.

The initiative, introduced under the World Bank–supported Digital Economy Enhancement Project (DEEP) and guided by the Ministry of Information Technology and Telecommunications (MoITT), aims to build a secure, interoperable, and citizen-centric digital ecosystem aligned with the government’s “Digital Pakistan” vision.

Under the new Digital Identity Regulations, NADRA will develop and manage a national Digital ID ecosystem allowing citizens to securely verify their identity through biometric and digital credentials, enabling seamless access to public and private online services.

The NDEL Regulations, meanwhile, establish a secure, standardized framework for data sharing among government and authorized private entities, enhancing interconnectivity and efficiency.

Together, these measures form the foundation of a trusted digital ecosystem that will strengthen the digital economy, streamline service delivery, and build citizens’ confidence in Pakistan’s evolving e-governance landscape.
