As reported by Israel’s public broadcaster KAN and Channel 12, Trump’s plan includes “fundamental changes compared to previous proposals.”
The reported proposal outlines the release of all 48 Israeli hostages — including those confirmed dead — on the first day of the ceasefire. In return, thousands of Palestinian prisoners would be freed, including several serving long-term sentences, according to Anadolu News Agency.
Immediate start of negotiations
Additionally, the proposal calls for Israel to halt its military offensive aimed at occupying Gaza City. It also stipulates the immediate start of negotiations to end the conflict, to be directly led by Trump himself.
Trump stated on Friday that he is engaged in “very deep” negotiations with Hamas. The Palestinian group had reportedly accepted the most recent plan proposed by mediators Qatar and Egypt on 18 August.
Hamas has yet to issue an official response to these new reports.
Favouring partial deals
The group has repeatedly expressed willingness to strike a comprehensive agreement with Israel — involving the release of all Israeli captives in exchange for Palestinian prisoners, a full ceasefire, and the withdrawal of Israeli forces.
Netanyahu, however, has consistently rejected such offers, instead favouring partial deals that allow for delays and the introduction of new conditions throughout the negotiation process.
Facing a genocide case
Since October 2023, Israel’s military campaign in Gaza has claimed the lives of nearly 64,400 Palestinians. The offensive has left widespread destruction across the enclave, which now faces the threat of famine.
In November last year, the International Criminal Court issued arrest warrants for Netanyahu and former Defence Minister Yoav Gallant, accusing them of war crimes and crimes against humanity committed in Gaza.
In addition, Israel is currently facing a genocide case at the International Court of Justice over its actions in the territory.
