ISLAMABAD: India and Israel have jointly hired Washington D.C.-based lobbying firm SHW Group, public disclosures show, as part of a covert campaign to shield the banned terrorist group Balochistan Liberation Army (BLA) and its Majeed Brigade from designation to the United Nations global terror list — a classification that would treat the terrorist groups with the same severity as al-Qaeda and the Islamic State.
The move cannot be viewed in isolation as they represent the formal execution of a covert strategy hatched in Europe to protect terror proxies from international isolation, analysts said.
According to leaked details, the UN has been actively preparing a designation to place the banned terrorist group BLA and its Majeed Brigade on its global terror list.
To prevent this, a two-part European campaign was organised. First, BLA chief Harbiyar Marri met Indian intelligence agency, Research & Analysis Wing (RAW), and Israeli intelligence agency Mossad station chiefs in the United Kingdom on April 2 to formulate a counter-strategy to the UN move.

Australian journalist and analyst CJ Werleman revealed that reliable sources in Europe have revealed that the BLA head Harbiyar Marri met Mossad and RAW Station Chiefs in the UK on April 2, 2026.
CJ Werleman said that the purpose of Harbiyar Marri’s meeting with Mossad and RAW Station Chiefs in the UK was to develop a strategy to achieve consensus among US, UK and France to deny the UN designation of the banned terrorist group BLA and its Majeed Brigade to the global terrorist list.
This was followed by a session in France on May 25 with the BLA terrorists’ facilitator Dr. Naseem Baloch to finalise the hiring of a lobbying firm to counter the UN move to designate the BLA and Majeed Brigade to the global terrorist list.
With the SHW Group contract now active under the guise of “strategic outreach” regarding South Asian movements (terrorist organisations), the objective is to keep the BLA terrorist group off the global terror list while simultaneously running operations to terminate Pakistan’s GSP Plus economic status in the European Union.
Earlier during the first week of March, Harbiyar Marri had sought support from Western capitals and Israel, the Australian journalist revealed. Harbiyar is willing to guard Israel’s interests in the region, Werleman said.
“Dots of the first meeting led to another important session of RAW and Mossad representatives with Doctor Naseem Baloch in France around May 25, 2026,” Werleman said.
“Final arrangements for hiring lobbying firm came up during this meeting to put pressure on the US and UK so as not to support a potential UN ban on BLA. Parallel to it, Harbiyar Marri was asked by RAW to engage UK and other EU parliamentarians and mobilise maximum support against Pakistan’s GSP Plus renewal status,” the Australian journalist revealed.
