Germany, UNDP Join Hands for Flood Reconstruction and Coordination Program in Pakistan

ISLAMABAD: The German Federal Ministry of Economic Cooperation & Development, through the KfW Development Bank, has announced an allocation of EUR 12 million for flood recovery and reconstruction initiatives in Pakistan.

UNDP, in partnership with the World Bank (WB), will provide support under a framework deal towards effective implementation of Pakistan’s Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF) for a period of 3 years.

With Germany’s financial help, the Flood Reconstruction and Coordination Program will support the flood-hit population in Pakistan through an expedited and integrated implementation of 4RF, including reconstructing houses in Balochistan.

KfW Country Director Sebastian Jacobi said that this is a timely and critical program in support of Pakistan’s post-flood development framework.

He said that as an infrastructure development bank, KfW takes pride in investing in climate change adaptation and infrastructure development in Pakistan. With BMZ’s funding following last year’s floods, KfW has so far invested EUR 50 million in flood recovery, reconstruction, and social protection in the country.  

This program will facilitate institutional support and overarching multilateral policy. The program will also help concerned stakeholders in supporting 4RF planning and execution through enhanced capacities at different tiers of governance, he added.

Dr. Samuel Rizk, UNDP Pakistan Resident Representative, said on the occasion that their partnership with the Government of Germany is of critical significance as it combines international expertise with local knowledge to help address the challenges faced after the floods.

Transparent Use of Funds Promised for Pakistan 

Rizk said that he is especially pleased with their renewed partnership with the World Bank through this program, which helps ensure that the funds promised in January 2023 at the International Conference on Climate Resilient Pakistan in Geneva are used transparently and efficiently.

World Bank Country Director for Pakistan, Dr. Najy Benhassine, said that the Government of Pakistan, with support from bilateral and multilateral partners, is engaging in a vast reconstruction program for flood-hit areas.
