PARIS: France has ruled out restoring diplomatic relations with Afghanistan’s Taliban administration unless the country’s political and security situation changes and the rights of women and girls are respected.
According to the French foreign ministry, future engagement with Afghanistan depends on the implementation of United Nations Security Council Resolution 2593, which addresses several issues, including the protection of women’s and girls’ rights.
The French Ministry for Europe and Foreign Affairs has said that France has had no diplomatic relations with the Islamic Emirate since 2021, and that the normalization of ties will depend on changes in Afghanistan’s political situation and compliance with UN Security Council Resolution 2593, particularly regarding respect for the rights of women and girls.
According to the ministry, France has provided more than €177 million in humanitarian aid to Afghanistan since August 2021 and has welcomed over 17,000 Afghans.
France also stated that bilateral trade between Afghanistan and France reached €35.1 million in 2025.
The French Foreign Ministry emphasized that the resumption of cooperation with Afghanistan would depend on developments in the country’s political and security situation.
