MUZAFFARABAD: The All Parties Conference (APC) of Azad Jammu and Kashmir (AJK) on Wednesday unanimously adopted a resolution stating that political differences are an essential feature of democracy but should not be allowed to weaken institutional processes or administrative order.
The APC, attended by a large number of political and religious leaders, noted that the leadership of the Joint Awami Action Committee (JAAC) did not participate in the consultative democratic process despite being invited to attend the meeting.
The political and religious leadership of Azad Jammu and Kashmir reaffirmed full support for the legitimate struggle of the people of Jammu and Kashmir for the achievement of their right to self-determination, in accordance with United Nations Security Council resolutions and internationally recognised principles.

They strongly condemned the ongoing human rights violations, repression, and atrocities committed by Indian forces in Indian illegally occupied Jammu and Kashmir. They also condemned the unlawful detention and imprisonment of the Hurriyat leadership and political activists in Indian occupied Kashmir. They condemned India’s attempts to change the demographic composition of Indian illegally occupied Jammu and Kashmir.
The conference was held at the Prime Minister House in Muzaffarabad and was attended by leaders of all political and religious parties of Azad Jammu and Kashmir.
The APC resolution declared the continuation of the democratic process and constitutional order in Azad Jammu and Kashmir as the foundation of state stability, and reiterated commitment to further strengthening and activating democratic institutions.
The political and religious leadership emphasised that political differences is the beauty of democracy, but it cannot be allowed to weaken institutional processes or administrative order. The leadership urged all political, social and public circles to promote tolerance, dialogue and peaceful political struggle in order to ensure sustainable peace in the region.
The conference appreciated the role of national security institutions in Azad Jammu and Kashmir. The political and religious leadership stated that they consider national security institutions an important pillar of state stability.
The APC expressed concern that the enemy state India is attempting, through social media platforms and organised propaganda, to create misunderstandings between state institutions and the democratic structure, and to weaken mutual trust, which is unacceptable under any circumstances.
The conference stated that general elections for the Legislative Assembly of Azad Jammu and Kashmir will be held within the stipulated time in accordance with the Constitution and law.
“All necessary administrative, legal and security arrangements will be made to ensure free, fair, transparent, impartial and peaceful elections, so that the public may exercise their right to vote without fear, pressure or interference,” the unanimous resolution stated.
The political and religious leadership warned that any attempt to derail, postpone, sabotage or controversialise the electoral process will be strictly dealt with under the law to ensure continuity of the democratic process.
The conference paid tribute to the lifelong sacrifices of the Jammu and Kashmir refugees for the Kashmir freedom movement and the struggle for the completion of Pakistan. The APC acknowledged that the representation of Jammu and Kashmir refugees residing in Pakistan is a historical and constitutional reality; however, necessary reforms to address certain electoral complexities and to make the system acceptable to political parties may be carried out through the Legislative Assembly in accordance with the Constitution.
The APC, in its unanimous resolution, stated that constitutional reforms are the exclusive mandate and authority of elected representatives of the people; therefore, the matter of constitutional reforms should be left to the Legislative Assembly.
In this regard, a broad-based consultative process should be initiated involving all relevant stakeholders, including political parties, bar associations, bar councils, civil society, and constitutional experts, the APC resolution stated.
The APC described the meeting as a platform for dialogue and consultation aimed at addressing political and governance challenges through institutional engagement and democratic processes.
The conference concluded with a call for continued political dialogue and institutional strengthening in Azad Jammu and Kashmir.
The APC was attended by Prime Minister of Azad Jammu and Kashmir Faisal Mumtaz Rathore, Leader of the Opposition and President of the Pakistan Muslim League-N (PML-N) Shah Ghulam Qadir, President of the Pakistan Peoples Party (PPP) Chaudhry Muhammad Yasin, and President of the Muslim Conference Sardar Attique Ahmed Khan.
Former prime ministers Raja Muhammad Farooq Haider Khan and Sardar Tanveer Ilyas Khan, and former presidents Sardar Muhammad Yaqoob Khan and Sardar Masood Khan also attended the APC. President of the Jammu and Kashmir Peoples Party Sardar Hassan Ibrahim, and PML-N Secretary General Chaudhry Tariq Farooq also participated in the APC.
Similarly, Azad Jammu and Kashmir government ministers Mian Abdul Waheed, Javed Iqbal Budhanvi, Qasim Majeed and Nabeela Ayub also attended the conference. Members of the Legislative Assembly Abdul Majid Khan, Ahmed Raza Qadri and Taqdees Gillani were also present.
Chief of Jamiat Ulema-e-Islam Maulana Saeed Yousaf, Liberation League President Khawaja Manzoor Qadir, Chairman of Ulema Council Imtiaz Siddiqui, Jamaat-e-Islami leader Noor-ul-Bari, Majlis Wahdat-e-Muslimeen (MWM) President Yasir Abbas Naqvi, and Supreme Court Bar President Raja Aftab Advocate also attended the APC.
Qazi Mahmood-ul-Hassan Ashraf, Daniyal Shahab and leaders of several other political and religious parties were also present.
